Auf dem vor kurzem veröffentlichten City Risk Index des weltweit führenden Spezial- und Rückversicherungsmarktes Lloyd’s rangiert Tokio in der Gesamteinschätzung auf Platz zwei. Basierend auf Recherchen des Cambridge Centre for Risk Studies, werden in dem Index Gefährdungen der Wirtschaftsleistung großer Städte, die von anthropogenen sowie natürlichen Faktoren ausgehen, zusammengefasst. Aus dieser systemischen, ökonomisch-fokussierten Perspektive auf Risiken, spielt der Faktor ‚Unfallopfer‘ vermutlich in Bezug auf einen zu erwartenden Ausfall an Arbeitskräften an kritischen Produktionsstandorten sowie für die Schadenbelastung von Versicherungsindustrie und Regierung eine Rolle. Was die Auswirkungen auf die Bewohner der kategorisierten Städte betrifft, bleibt das Ranking weitgehend abstrakt, obgleich die antizipierten Ereignisse sie direkt betreffen würden. Erdbeben rangieren im Index für Tokio an vierter Stelle. Sie stellen in Japan eine omnipräsente Bedrohung dar und begründen eine spezifische Kultur des Umgangs mit Katastrophenrisiken.
Auf die unmittelbaren, sowie mittelbaren Konsequenzen von Erdbeben, sowie Tsunami, Taifunen oder vulkanischen Aktivitäten bereitet man die Bevölkerung in speziell zur Prävention von Katastrophenereignissen konzipierten Einrichtungen, sogenannten Life Safety Learning Centers vor. Dort wird das Verhalten im Ernstfall mit Hilfe von Modellanordnungen und Simulationen spezifischer Szenarien trainiert. Die physische Erfahrung möglicher Szenarien in maßstäblichen Darstellungen soll konkrete Gefahren greifbar machen und helfen Verhaltensregeln zu internalisieren.
Die Wirkung eines Erdbebens wird auf Menschenmaß heruntergebrochen, indem die Erschütterung auf die Einheit eines begehbaren Rütteltisches reduziert wird. Vor Betreten der Plattform, die einer Küche, einem Wohnzimmer oder einem Büro nachempfunden ist, werden die Versuchspersonen angewiesen auf die für jeden dieser Orte typischen Gefahren entsprechend zu reagieren. Durch das regelmässige Trainieren standardisierter Gefahrensituationen soll im Angesicht antizipierter Katastrophen ein Kontroll- und Sicherheitsgefühl etabliert werden. In der Regel werden in den Simulationen Intensität und Dauer charakteristischer historischer Erdbeben nachempfunden, was eine Sensibilität für orts- und situationsspezifische Umstände schaffen soll.
